North Hills NC Organization
The bylaws for the North Hills NCPC provide for representatives from ten geographical areas to serve on its steering committee to ensure that the needs of all of Beat 13Y are considered.
Here are the ten areas as we generally refer to them. They are approximate. For a map of the areas, see below.

NORTH HILLS NEIGHBORHOOD COUNCIL BY-LAWS
NAME: The name of the organization shall be NORTH HILLS NEIGHBORHOOD COUNCIL.
PURPOSE: The purpose of the Council is to promote safer and healthier community through group action, representing the interests of interested parties of Police Beat 13Y. The Council coordinates with the City of Oakland Police Department and other agencies of the City of Oakland including City of Oakland Councilmembers, and coordinates with various Oakland volunteer organizations including but not limited to other Councils. The NH NC represents the interests of the members of the NH Council to the various departments of the City of Oakland on matters addressed by the group with a focus on safety, security and preparedness.
MEMBERSHIP: Open to residents of Police Beat 13Y, to institutions or merchants whose places of business are in the area, and to members of associations and institutions located in the beat. The Council does not support or endorse any political parties or candidates.
OFFICERS: The officers shall be a Chair, Vice Chair, Secretary and Treasurer who shall be elected, by members 18 years of age or older, at the Annual Meeting. The term of office shall be one year. No officer shall speak on behalf of or represent the Council without the approval of the steering committee.
CHAIR: It shall be the duty of the Chair to preside at meetings of the Group and of the Steering Committee. The Chair shall delegate specific areas of responsibility to the Vice Chair.
VICE CHAIR: It shall be the duty of the Vice Chair to assist the chair. In the absence of the Chair, the Vice Chair will act as Chair at meetings.
SECRETARY: It shall be the duty of the Secretary to keep a record of the proceedings of the meetings, of the membership, and of the Steering Committee.
TREASURER: It shall be the duty of the Treasurer to collect and record all money due to the organization, and to be custodian of all its funds.
STEERING COMMITTEE: The Officers shall,
upon their election at an annual meeting, establish a Steering
Committee. The Steering Committee shall be comprised of the following:

This map is not set in stone, nor are the informal names for the areas designed to do anything but easily identify a neighborhood, but is intended to provide for representation from the entirety of Beat 13Y.
Officers and standing committee chairs may serve simultaneously as Area Representatives. The Steering Committee is responsible for governing the Council. It will set Council policy, define its position on issues and maintain its direction and purpose.
Area Representatives are charged with encouraging the formation and monitoring the activities of Neighborhood Watch Groups in their respective neighborhoods.
STANDING COMMITTEES: The Steering Committee may establish standing committees at steering committee meetings. Committee chairpersons are appointed by the Chair and will be recorded in the minutes.
MEETINGS: The Steering Committee will meet monthly. The annual meeting will be held in February of each year. The Steering Committee may call other meetings as required, provided members have at least one week's notice.
GROUND RULES Meetings shall be conducted according to the Roberts Rules of Order.
QUORUM: At least four members of the Steering Committee must be present to conduct business at Steering Committee Meetings.
ELECTION OF OFFICERS: Officers shall be elected at the annual meeting by those members who are present.
AMENDMENTS: The By-Laws may be amended at any steering committee meeting by a 2/3 vote of steering committee members present.
